New York, December 01, 2014 -- Moody's Investors Service has upgraded the issuer rating to Aa3 from A1 on the York County Natural Gas Authority, South Carolina (YCNGA). The Aa3 issuer rating takes into consideration sound cost recovery including having a monopoly in its franchise service area for providing natural gas supply to a primarily residential customer base. The utility also has a strong competitive position with rates set by the authority board without external regulation. The service area includes all of York County (Aa1, no outlook) which is a suburban county south of, and in close proximity to, Charlotte, North Carolina (Aaa, stable outlook). The service area also includes the northeastern portion of Cherokee County, including the Town of Blacksburg, South Carolina. The rating also reflects the authority's sound financial record, moderate leverage and strategic management of service area customer growth.
