Cell C Proprietary Limited -- Moody's places Cell C's B3 ratings under review for upgrade and assigns (P)B2 rating to proposed notes

London, 17 October 2016 -- Moody's Investors Service, ("Moody's") today placed Cell C Proprietary Limited's (Cell C) B3 Corporate Family Rating (CFR) and B3-PD Probability of Default ratings under review for upgrade. The review follows Cell C's and Blue Label Telecoms Limited's (Blue Label, unrated) announcements of the final terms for the recapitalization of Cell C on 5 October 2016 and the proposed bond announcement on 14 October 2016. Concurrently, Moody's has assigned a provisional rating of (P)B2 to the proposed $600 million senior secured bond due 2021 (ZAR8.5 billion equivalent).
