L-3 Communications Awarded Contract to Provide Special Mobile Communications Vehicles for Homeland Security
As self-contained mobile communications centers with on-boardpower generation capabilities, the L-3 Wolf Coach MC2 and Sentinelvehicles are rapidly deployed to mission locations to restorecommunications to disaster areas where the conventional and/orcellular communications infrastructure is inoperative. The systemsestablish data connectivity via satellite access and provide telephonythrough Voice over Internet Protocol (VoIP). For incident commanderscoordinating emergencies, the vehicles establish a base of operationto coordinate the flow of information and personnel deployment, providing connectivity to fixed sites in the chain of command. Inaddition, the command centers facilitate interoperable communicationsbetween various governmental, law enforcement, rescue/recovery, anddisaster relief agencies.
"L-3 Wolf Coach is committed to meeting the needs of the DoD inthe area of homeland security and we are honored to provide our mobilecommunications vehicles in support of coordinated communications andrelief efforts in the event of natural disasters, and even potentialterrorism events," said Tom Casale, president of L-3 Wolf Coach. "L-3Wolf Coach has nearly 40 years of experience addressing themulti-disciplinary engineering challenges required to field a reliableand functional mobile command center to a very demanding customerbase. With hundreds of vehicles deployed nationally, most recently insupport of Hurricane Katrina relief, we offer proven solutions thatdeliver performance, durability and efficiency under the most extremeconditions."
The MC2 and Sentinel vehicles draw on a vast array of engineeringresources in satellite communications, defense electronics andsoftware and network engineering to meet the challenges ofestablishing a communications infrastructure at isolated sites. Thevehicles employ a variety of ruggedization and isolation techniques toensure all telecommunications and power-generation equipment survivesand operates with no degradation after thousands of miles of transit, including over roadways of questionable quality.
L-3 Wolf Coach command vehicles are currently in use by numerousstate, local and federal government agencies, including the FederalEmergency Management Agency (FEMA)/Rapid Needs Assessment Team;National Guard Civil Support Team; Worcester, MA County Sheriff; NewYork Police Department; Connecticut State Police; New York StatePolice; Idaho State Police; Phoenix Police Department SpecialOperations Unit, and many others. With demand on the rise, L-3 WolfCoach estimates a marketplace of $100 million annually for its commandvehicles, and development efforts are underway to enhance vehicletelecommunications electronics, power systems and platforms. Advancesare expected to be released later this year.
