HawkEye 360 Forms Advisory Board of Four Leading U.S. Security Experts
HawkEye 360 Inc. today named four leading U.S. experts in the intelligence, data analysis and satellite sectors to an Advisory Board that will oversee efforts to develop a network of small satellites in low Earth orbit (LEO) to help monitor ships, planes and other transportation networks as well as assist with emergency response.
The Advisory Board:
- Scott Large, former Director of the National Reconnaissance Office;
- Rand Beers, former Acting Secretary of Homeland Security under President Barack Obama;
- Lt Gen (ret.) David Deptula, Dean of the Mitchell Institute of Aerospace Power Studies; and
- Gwyn Whittaker, a senior executive leader with a broad base of technology experience in the Intelligence Community

Biography: Scott Large
Scott Large is an intelligence officer who served as the Director of the National Reconnaissance Office. He managed the research and development, acquisition, and worldwide operation of the United States’ overhead reconnaissance systems, supporting the intelligence and operational needs of the Intelligence Community and of the Department of Defense. He previously served as the Principal Deputy Director of the National Reconnaissance Office, and as the Central Intelligence Agency's Associate Deputy Director for Science and Technology. Since retiring from government service, Large has served as Senior Vice President of Intelligence and Space for SRA International, Inc. and as a Director for Deloitte Consulting LLP.
Biography: Rand Beers
Rand Beers recently retired as Deputy Homeland Security Advisor to the President of the United States. He also served as Acting Secretary of Homeland Security under President Barack Obama and as Under Secretary for the National Protection and Programs Directorate (NPPD), where he led integrated efforts to reduce risk to physical, cyber, and communication infrastructure. He has served on the National Security Council under four Presidents, and is a veteran of the United States Marine Corps. Beers has deep expertise on a wide spectrum of homeland security issues, from counterterrorism efforts to cybersecurity.
Biography: Lt Gen (ret.) David Deptula
Lt Gen (ret.) David Deptula is the Dean of the Mitchell Institute of Aerospace Power Studies. He is a decorated military leader, retired from the United States Air Force, after more than three decades of service. Named in 2014 as one of the 100 most influential people in the U.S. defense industry, Deptula is a world-recognized leader and pioneer in conceptualizing, planning, and executing national security operations from humanitarian relief to major regional conflict. He has accomplished historic achievements and several "firsts" in the command of joint forces; planned and executed aerospace power, intelligence, surveillance, and reconnaissance (ISR); and improved international relationships. Deptula’s post-military retirement life has been devoted to research, education, and advocacy on matters relating to national security.
Biography: Gwyn Whittaker
Gwyn Whittaker is a senior executive leader with a broad base of experience in technology companies serving the United States Intelligence Community (IC) who offers innovative strategic, business, and technical expertise. As founder and CEO of Mosaic, Inc., Whittaker created teams of senior technologists and strategists focused on efforts across multiple programs and agencies in the IC, with the specific focus of post-911 counterterrorism. Whittaker currently serves on the boards of the Hume Center for National Security and Technology, the AFCEA Intelligence Committee, and Technology Management Associates, and is Principal of Deep Water Point, a strategic consulting firm.
