Former Delaware State CIO and Cabinet Secretary Joins LexisNexis Special Services Inc.

LexisNexis® Special Services Inc. announced that Thomas Jarrett, the state of Delaware’s first Chief Information Officer (CIO) and a former Vice President and President of the National Association of State Chief Information Officers (NASCIO), has joined the company as Director of Business Development. Mr. Jarrett will be responsible for helping LexisNexis Special Services Inc ("LNSSI”) market solutions that leverage public records data and advanced analytics technology to enhance the abilities of state and local law enforcement, revenue and social services agencies.

Mr. Jarrett joins LNSSI after a highly distinguished eight-year tenure as a cabinet secretary and CIO for the State of Delaware. The state’s first CIO, Mr. Jarrett was responsible for creating a world-class IT organization in the state, the Department of Technology and Information, which is nationally recognized as a model of excellence for state IT organizations. During his term the State of Delaware improved from a 49th place ranking in the 2001 Brown University/Brookings Institute Study in eGovernment to a first place ranking nationwide in 2007 and 2008. In 2005 DTI received CIO Magazine’s CIO 100 Award, the only state agency named to the list. Mr. Jarrett was named to Government Technology Magazine’s list of "Top 25 Doers, Dreamers, and Drivers” and was the recipient of numerous awards including NASCIO’s Meritorious Service Award for Outstanding Excellence.

During his tenure as CIO of the State of Delaware Mr. Jarrett served as Vice President and President of NASCIO and chaired the organization’s Real ID and Security and Privacy Committees. In addition he has served as Technology Committee Chair for the Council of State Governments and as a board member for the FBI’s Infraguard program, National Public Safety Telecommunications Council, e-911, 211, Multi State Information Sharing and Analysis Center, Delaware Center for Educational Technology, Delaware Criminal Justice Information System, and Delaware Health Information Network. From 1993 to 2001 Mr. Jarrett served as Director of Government Affairs for Verizon Delaware; prior to that he worked in infrastructure engineering for Bell Atlantic Corporation from 1973 to 1993.
